Persistent risk of poverty among men and women
Overall across the EU, women are more likely than men to be at persistent risk of poverty, just as they are more likely to be at risk. On average, the proportion of women at persistent risk was around 1 percentage point greater than for men in the 2008 income year (Table 3). The situation was the same in all Member States, except the Netherlands and Hungary (where, as in the case of the proportion at risk of poverty, a smaller proportion of women than men were at persistent risk), and Poland (where, unlike elsewhere, a smaller proportion of women were at persistent risk, despite slightly more women than men being at risk).
The biggest difference between the proportion of men and women at persistent risk of poverty is in Cyprus (13.3% as against 8.1%), but this reflects the large difference in the proportion at risk (17.6% as against 12.4%), so that much the same share of women as of men who were at risk were also at persistent risk.
